UNICEF seeks a Procurement ServicesSpecialist (Risk & Policy) for our Supply Division, based in Copenhagen, Denmark.Through Procurement Services, UNICEF leverages additional resources forchildren. We work with governments and other partners to help them in theirefforts to procure supplies for children and their families. In 2008,Procurement Services was provided to 126 countries and valued US$700 million.
The successful applicant will, under thegeneral guidance of the Chief, Procurement Services, develop risk managementstrategies and policies for UNICEF Procurement Services and assess and adviseon specific risks; manage standard templates for Procurement Servicesagreements and tailor specific project agreements; participate in complexproject negotiations involving multiple internal and external stakeholders;provide advisory support to UNICEF country offices and headquarters; andprepare related guidance notes and training material.

The duties include:

1.
Assessingrisks of Procurement Services (PS) undertakings and advising on strategies tomitigate risks. For areas in which other Supply Division (SD) Units alsoexercise risk management, the future incumbent shall coordinate risk managementmeasures and establish or review these in agreement and project concept texts.
2.
Reviewingand improving standard Memoranda of Understanding (MOUs) on PS, includingvarious language versions. Tailoring standard MOUs to specific country or projectrequirements while ensuring compliance with UNICEF rules, regulationsprocedures and standards.
Draftingspecific project agreements.
Coordinating MOU management, comprising related data management andreporting.

3.
Leadingcomplex business negotiations, as assigned by the Chief, Procurement Services,some of which may involve several parties. Preparing guidance notes for projectstart-up and managing stakeholders critical to project implementation.
4.
Providingadvisory support to SD Units and Country Offices which have initiateddiscussions with, or are engaged in, executing PS contracts for Governments,IFIs, NGOs and UN Agencies. Performing comparative analysis of IFI procurementprocedures with UNICEF’s procedures.
5.
Reviewingand advising on policy formulation for PS. Assisting with the ProcurementServices Review Committee (PROSERVE) in regard to participation by the Chief,Procurement Services and the Director of Supply Division.
6.
Providingadvisory support to other Centres within the Division and to the Director withregard to specific business issues, agreements and other legal or policydocuments. Commenting on Division Procedures, Supply Directives and otherUNICEF Rules and Regulations, as well as planning documents.
7.
Providingtraining on PS to other Supply Division Centres, particularly with regard toMOU management.

Qualifications and Competencies:
·
AdvancedLaw Degree (with specialisation in Commercial, Trade, Public InternationalLaw). Additional background in economic, management or engineering disciplinewould be an advantage.

Minimumof eight (8) years of progressively responsible work experience in negotiatingand reviewing international business agreements.
·
Provenexpertise in risk assessment and legal/contractual analysis related to the internationalpublic and commercial sector.
·
Experiencewith and knowledge of International Funding Institutions (IFI) and InternationalDonor Mandates, Structures and Procedures in the development area, particularlyknowledge of Procurement Procedures for supplies and services (invitations totender, bid preparation, evaluation).
·
High-levelnegotiation skills and experience in management of complex multi-stakeholdersprojects.
·
Demonstratedability to innovate and communicate ideas effectively.
·
Analyticalskills and sound judgement in complex and/or sensitive issues.
·
Demonstratedproblem-solving skills.
·
Abilityto co-ordinate work and work to tight deadlines in a complex environment.
·
Abilityto draft international business agreements and procedural / policy documents
·
Proficiencyin procurement computer systems, computer application skills
·
Demonstratedability to work in a multi-cultural environment and establish harmonious andeffective working relationships within and outside the organisation.
·
Trainingexperience.
·
Fieldpostings would be an asset.
·
Fluencyin English and another UN language required. Further language skills will be anasset.

The contract duration is for one year andcontract renewals will be subject to availability of funding.
