UNFPA in Copenhagen seeks
IT Associate (Systems & Business)

Duty Station: Copenhagen, Denmark

Duration: One year (up to 23 months)

Starting date: As soon as possible

Contract type: Fixed-term (G7 level), UNFPA reserves the right to recruit at a lower level subject to final classification and based on the candidate’s experience


The post is located in the UNFPA Copenhagen Office/Procurement Services Branch of the Division for Management Services. The incumbent reports to the IT Business Analyst/AccessRH IT Lead based at the Procurement Services Branch and is responsible for supporting the business needs of the RHI transition and AccessRH through documentation of business processes and provision of business analyst support.

Duties & Responsibilities:

In direct support of UNFPA’s strategy to achieve the ICPD/MD Goals and ensuring the effective and efficient implementation of RHI Transition and AccessRH, the incumbent will be required to provide the following services:
  • Transfer of RHI to PSB and integration with AccessRH
  • Increase in the service and offering of the information management function

RHInterchange and AccessRH Background:

AccessRH is an innovative mechanism for procurement and information management of RH commodities. Based on a managed inventory of standard products held on UNFPA’s behalf by pre-qualified suppliers, AccessRH is being implemented with funding support from the European Community and the German Government It will fully incorporate the functionalities of the existing Reproductive Health Interchange (RHI) website, which consolidates and provides information to a variety of stakeholders involved in the RH sector (see http://rhi.rhsupplies.org). UNFPA will manage the website as a fully-integrated function of the Procurement Services Branch, located in Copenhagen.

Overall, the goal of AccessRH is to improve access by a broad range of clients to affordable, high quality contraceptives and, ultimately, to provide them with the ability to place orders directly via an AccessRH website. The service will be open to public sector purchasers, including Ministries of Health, non-governmental organizations (NGOs) and social marketing organizations. The AccessRH web portal will provide an open and transparent platform to meet their procurement needs.

AccessRH directly supports the Paris Declaration, in which country capacity building is a priority. More specifically, this new mechanism aims to:
  • Improve RH commodity security;
  • Support country ownership of the RH supply chain and strengthen health systems; and,
  • Increase efficient use of financial resources and reduce procurement costs.

Major Activities/Expected Results
  • Transfer of RHI to PSB and integration with AccessRH
    The RHI is currently operated by JSI, but will now be transferred to UNFPA and integrated into the Procurement Services Branch (PSB) operations, where it will become an integral part of the AccessRH IT platform. This work will be carried out under the direction of a Copenhagen-based IT team, working closely with UNFPA’s MIS branch in New York, and supported by external consultants. As part of the Copenhagen IT team, the IT Associate (Systems & Business) will undertake various tasks, including the following:
  • Under the direction of the IT Business Analyst/AccessRH IT Lead, and in cooperation with other members of the IT team and the AccessRH implementation team, contribute to the preparation of terms of reference and selection of external consultants to undertake various aspects of the work.
  • Working closely with the PSB process-flow working groups, provide input to the finalization/updating of AccessRH process maps as well as the definition of the business requirements of existing RHI customers and new AccessRH customers
  • In cooperation with other team members, MIS and the external consultants, identify the systems requirements to respond to the agreed business requirements. This will include identifying where existing processes will need revision or new applications will be required, as well as identifying requirements for interfacing with ATLAS or other existing UNFPA applications
  • In cooperation with other team members and the external consultants, participate in the development and implementation of solutions to meet the identified needs, including preparing or reviewing system designs and specifications to ensure that user requirements have been satisfactorily addressed. Bring any identified shortcomings to the attention of the consultants and the IT Business Analyst/AccessRH IT Lead
  • Create test scripts and participate in the testing of new or modified applications and provide reports as required
  • Create and provide ongoing updates to documentation
  • Providing the development of the AccessRH IT platform takes place as planned, assist in the migration of RHI data to the new system, working closely with other team members, MIS and the external consultants to ensure that the transition takes place without disruption of services to existing RHI clients
  • Should the implementation of the AccessRH IT infrastructure be delayed, work closely with other team members, MIS and the external consultants to transfer the entire RHI system to UNFPA as a stand-alone installation with the necessary hardware, software and support resources
  • Assist as required in training/coaching UNFPA staff in the administration, operation and maintenance of the system
  • Communicate on a regular basis with local and international IT companies and private sector enterprises in order to carry out research into best practices for web trading, consumer web shopping applications, e-commerce and similar applications.
  • Facilitate a continuous exchange of information within PSB to ensure a common understanding of AccessRH and effective coordination of the technical IT requirements with the operational requirements of the procurement staff.
  • Work with other potential customer groups (illustrative list could include: UN agencies, World Bank, IMF, and international Aid agencies etc.) to ensure that the IT and business requirements of other organizations are taken into consideration when developing AccessRH.
  • Provide regular written and oral progress reports on the status of the work, as required, and provide input on IT and business developments for inclusion in the reports prepared by the AccessRH IT Team Lead for incorporation in the periodic progress reports to the donors.
  • Increase in the service and offering of the information management function
  • Under the direction of the IT Business Analyst/AccessRH IT Lead, assist in defining and responding to ongoing customer needs for new or expanded information, including introduction of new reports, adaptation or customization of existing reports, review of data, etc.
  • Working with other team members, assist in the identification of opportunities for improvement and expansion of the information database to provide additional opportunities for customers to monitor the process of procurement and shipment of contraceptives.
  • Undertake other tasks and duties as required


Preferred Profile - Qualifications & Experience:

Education:
  • Completion of secondary education preferably with a focus on computer science, business administration, procurement and logistics, or related fields. Post secondary studies in any of these fields an advantage

Knowledge and Experience:
  • Minimum 5 years’ commercial/private sector experience, preferably in an international customer-focused organization, and minimum 5 years specialized experience in the support of network operating systems
  • Experience with PeopleSoft, Oracle, datawarehousing, PRINCE2, highly desirable
  • Experience in the use of products and standards such as ASP, Cold fusion, Java, HTML, XML, and MySQL
  • Experience in designing systems to address specific business processes and requirements
  • Experience in developing new technology platforms that integrate with existing systems
  • Experience with programming in SuperOffice and working knowledge of SuperOffice highly desirable.
  • Experience in – or knowledge of – Linux/Unix preferred
  • Programming experience and experience (including programming) with MS Access, Oracle, MySQL and other databases an advantage
  • Excellent working knowledge of MS Office applications, especially Excel
  • Experience with trading platforms, web-shopping applications, e-commerce desirable
  • Experience of working in teams desirable
