UNICEF Supply Division, Copenhagen
UNICEF, the world’s leading organization working for the rights of children, seeks a Procurement Assistant – Planning (post # 22407), GS-6, for The Vaccine Centre.
PURPOSE OF POST:
Under the general supervision of the Contracts Specialist, the Procurement Assistant - Planning will be responsible for assistance with planning and data management activities covering procurement that is in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual and other applicable procurement procedures.
MAIN DUTIES/RESPONSIBILITIES:
Under the supervision of a Contracts Specialist, the incumbent carries out the following duties:
  • Assists in preparation of comprehensive forecast exercise to secure a sustained and uninterrupted supply of vaccines/devices.
  • Prepares and monitors detailed allocations database listing country office forecasts vs. supplier availability.
  • Assists with Data capture, verification and analysis of both historic and current data. Establishes and maintains databases associated with immunization procurement related data.
  • Provides support in the extraction of data and compilation of reports and presentations.
  • Monitors and follows-up on all routine and supplementary forecast activities to ensure timely and cost effective deliveries.
  • Prepares information materials, updates databases and management systems for use by Head Quarters, Field Offices or Regional Offices and suppliers.
  • Pursues operational improvements in co-ordination with operational staff in other sections and Country Offices.
  • As requested, drafts and prepares procurement related documentation including Invitations to Bid, submissions to the Contracts Review Committee, Long Term Arrangement’s, Purchase Order’s and Price Estimates.
  • Prepares evaluations of suppliers with respect to delivery performance and commercial acceptability.
  • Any other duties or assignments as requested by the supervisor.

QUALIFICATIONS AND COMPETENCIES:
Education:
Completion of secondary education, preferably supplemented by technical or university level courses in business administration, or a field related to the work of UNICEF.
Work Experience:
Six to seven years from an operational function in a commercial working environment of a large organization, preferably in procurement related function.
Competencies:
  • Ability to use current job related computer software and databases. Excellent knowledge of Excel and proficiency in Microsoft Office package, in particular Word and PowerPoint, is required. Knowledge of SAP and Microsoft Access is preferable.
  • Sound knowledge of procurement practices.
  • Good communication (spoken and written) skills, including the ability to draft a variety of reports, procurement documentation and correspondence. Ability to express opinions, information and key points clearly and to present information in a well-structured and logical way.
  • Ability to establish harmonious work relationship with all colleagues in an international and multicultural environment by showing respect for the views and contributions of other team members, building team spirit and supporting others.
  • Ability to set high standards for quality of work and to work in a systematic, methodical and orderly way to consistently achieve project goals. Ability to manage conflicting priorities.
  • Good data management skills. Ability to analyse numerical data and all other sources of information and to make logical and well-reasoned judgments based on the information available. Ability to research and gather information from a variety of external and internal sources.
  • Ability to set clearly defined objectives for self and own team and systematically plan activities and projects.
  • Ability to adjust own and/or team’s approach to embrace changing circumstances and actively identify appropriate responses to crisis situations, maintaining a positive attitude when under pressure.

Languages:
Proficiency in English is required. Working knowledge of French is an asset.
