No, I never said a master degree doesn't count . If one is holding a non-study visa, familary reunion or something, it counts under all circumstances. Only foreign students holding a student visa may have their study time account with the prerequisite of the study program spans over at least 3 years.
This is of course merely my interpretation of the rules. The immigration officer may have his individual interpretation that may turn out to be very different from mine.
